Like I said, how in the world does Washington state do it? Do the citizens put up with "less services," or do they get just as much as Californians, if not more?

And I keep telling you the problems are more severe in CA. Its fiscal problems have been going on for years.....since when I first got there. Each year, there have been cutbacks in employees and services. The effect has become cumulative. Admittedly there is always some fat in any budget but after 30 years, CA is into cutting away muscle and bone.
