That is good to hear. By "in principle" I also meant those cases that fall below the thresholds, but have a continuous burden of those sleazes who set up shop on that margin of pay offs just for the costs of filings. In criminal law there are other thresholds that aren't visible to many people. Examples of those would be :

Sexual assault by a female of male or female children, disabled, mentally handicapped etc by anyone who has constructive authority over the individual. That may seem to be well represented by the plethora of cases in the news, but I think you will find most of the publicized cases are of attractive school teachers that get the prosecutor a TV blitz.

Another is the incredible amount of IRS refund fraud that is ignored because their is little hope or no hope of getting the money back. These cases are thoroughly investigated and could be prosecuted at a local level in most cases and the burden would not fall on the US Attorney. I think they should set up multi-jurisdictional task forces to deal with it and laws can be effected to make certain records to be available to the state and local prosecutors for effective prosecution. I am only talking about a few 10s of billion dollars a year of
fraud, but something needs to be done about the smug faces of those who don't believe they will be prosecuted.

There are as many of these types of instances as there are categories of crime lol I have just been exposed to the smiling faces of too many cocky criminals who know it is very unlikely they will get any punishment at all. Wiping that smile of those faces makes it all worth while and eventually STOPS or significantly slows the activity.

I suppose what I am talking about are defacto "safety nets". Just like those who live on government safety nets "entitlements" do nothing to promote their own security (other than voting for bigger nets) until the nets are removed people won't stop walking on the wire.
