I haven't heard the term before.

Google had not hits for ""illness-tested voucher" and the only user for "illness-tested vouchers" I could find was the blog post you quoted

Trying to guess, well maybe they mean that the there is some sort of test to see if someone is really ill, and if they are they get the voucher. The intent being that this way the patient spends the money (they have the voucher) and can search for the best deal for the money, but your not giving the vouchers to people who aren't sick.

The problem with that would seem to be that it takes time and money to confirm someone is sick in the first place, and then to find out exactly what's wrong, and what the best treatment would be, and how much the treatment will cost. If it wasn't for that, then maybe the illness-tested voucher idea would work, but if it wasn't for gravity skydivers wouldn't need parachutes.

Also if it wasn't for the factors I list above, health care would in general be far less expensive, and probably wouldn't be called "a crisis" in the current political debate.

I submitted a comment to the blog post asking what he meant.
