They could have made them in America, and shipped them to India. They didn't because of the weak Indian regulations and easily bribed Indian officials.

Besides, the entire argument is a tempest-in-a-teapot straw man, designed to distract from the greedhead capitalism, poor corporate management, unrestrained or regulated, that led to the deaths of hundreds, maybe thousands, of Indians. THAT's the story, and the point.
