But now that you mention it why did the Federal Government not fund Welfare directly? And why does it not set up schools instead of funding State schools?

Different programs take different paths at different times in history. If it were based on principle, we wouldn't have this hodgepodge.

Re welfare, it is funded directly, some of it. Although I don't know that directness matters. If it's a federal program and federal monies being passed through the states with administration by the states, the states are mostly a convenient mechanism for a federal program.

As for schools, the feds started a takeover of education during the Bush administration. I remember when the GOP wanted to eliminate the Dept of Education. That's a 180 degree turn and a large part of my evidence that the direction is toward centralization and the cause is all but lost.

I believe instead of nobody caring, that courts have made decisions on the tenth amendment and Commerce Clause that has set the path.

For example...?

I don't know where the muscle to break this trend will come from. The most you can expect is the occasional limited effort to slow it down.

I was not sure where you were coming from.

So, when you had the mistaken impression that I was one of them, I didn't have a clue. Now that you recognize that I wasn't advocating central control, I am no longer clueless. Hmmm.
