Cancer survival rates are a good way of measuring effectiveness of the heatlth care system.

Cancer survival measures the time between diagnosis and death for one set of diseases. It tells you nothing about other diseases. And it tells you nothing about the time period from onset of the cancer until diagnosis, which is just as important if not more so than the survival rate after diagnosis. It's a fine metric, particularly because we have good data on it, but you can't generalize too much from it.
