Cat Policies have nothing to do with pre negotiated rates.

Those [PNRs] are set up thru Yet Another Layer of the current system called PPOs [Preferred Provider Organizations] and are set by the Hospital Group that participates with the insurance company and they simply accept "assignment" or what ever the particular plan pays.

You can purchase membership to a PPO Network without Insurance of any kind and still get the "Discount".

PNRs are available thru Managed Care Programs and Insurance policies.

Health maintenance organizations (HMOs) and preferred provider organizations (PPOs) are types of managed health-care systems. HMO policies are not insurance policies even thought they are regulated by the insurance dept.

Catastrophic health insurance plans just have High Deductibles.

They will have to turn back the Hands of Time on Medical Inflation .. because .. the insurance co is only the Bill Payer on behalf of the patient. It's the Medical Inflation that's Driving Up the Cost.
