Everything cost more in CA than in AL or AR. Why? In significant part due to insane regulation imposed by THEIR STATE. They do it to themselves. Until they figure out that it is a bad idea to replace thousands of perfectly functioning gas nozzles by taxing CA residents, in effect, about 0.75-1.00 Billion dollars, I just can't have any sympathy for them.
