Ah, but government has a monopoly on force.

Pass the balanced budget amendment, and repeal all of the so-called anti-trust laws (or apply them to all combinations, even the government "trust"). Make public officials subject to civil suits for misfeasance and malfeasance. Then it may be reasonable to speak of government "competing" with private enterprise.
