Nope, cancer incidence rates (and thus mortality rates) are affected by lifestyle, race, lots of things other than the health care system.

Example, Australia is a country with a lot of people from the cloudy British isles relocated to sunny Australia and living an outdoor lifestyle - thats gonna affect their skin cancer rate. Another example, a country (like the US) with a goodly number of dark skinned tropical African descended folks living in a more northerly latitude and pursuing an indoor lifestyle there is going to have higher cancer rates just due to the fact some of the population dont get enough vitamin D from sunlight.

Survival rates only deal with those folks who have gotten cancer - the overall incidence due to lifestyle etc issues doesn't distort it.
