you can still get drunk on a texas beach for free if you avoid galveston's main beaches (no drinking at all). i think corpus christi/mustang island still has beaches with a few football fields wide of packed sand and gillions of 4x4's and beach combers. it ain't the atlantic coast though. but its still a lot like margarita-ville.
