Its a human for the same reason your a human. Its a member of the species homo sapiens. Do you think that a population census should count zygotes as people so as to accurately reflect how many people live in each country and on the planet?? I don't see any important reason to do so. Census counts are for practical reasons, what's the practical benefit from changing the count in this way? Also the total count is unlikely to change much, and the accuracy may already be off by more than the number. Census counts typically don't accurately (at least not highly accurately) reflect how many people live in each country, or state.
