I only wish we had more people in government who believed it. I'm under the impression that there are very few, if any, with such a mindset. Just think of the logical gyrations used to misinterpret the 2nd Amendment in order to justify limiting private possession of firearms. While the 1st Amendment specifically limits Congressional action, the 2nd is clear and unambiguous, strongly implying that neither Federal or state limitations should be imposed:
     ... the right of the people to keep and bear Arms, 
shall not be infringed.
