I'm not sure which is a better descriptive. I guess I think of 'nannies' as being hired to do a job, who simply follow rules they didn't create, isolating the recipients of their care from the rule makers and the rule makers from the effects of their rules. To me, that's what happens when politicians take control. They make the rules, but don't perform the work, and insulate themselves from the effects of their regulations, which are carried out by bureaucrats who simply do what they are told.
