A teacher can do everything right and still have an underperforming class.

Two points.

1) That can happen in any one year, but it generally shouldnt happen year after year.

2) The same can be said of just about every profession. A sales guy, a restaurant manager, a CEO, somebody on a manufacturing line, or a project manager can all do everything right and still not hit their goals. For some reason, teachers want to be sacrosanct from this fact of life.

No doubt that there should be other inputs factoring into decisions on a teacher (such as parent, peer, and principle input) but the hard data should play a heavy role as well.
