I can't qualify for this program; the car I want is about the same gas millage. I suspect that the better clunkers will not get junked. If I were a dealer I would arrange to sell the cars to s scrape yard, and buy back the better ones. I would buy an equivalent engine from a salvage yard and disable that one and sell it to the scrape yard. The government has no inspectors to stop this and will just get screwed. Only people how wish to trade in a large car for a small one will qualify and this will limit its appeal. Actually the ones that will get the most benefit will be those trading in old trucks for new (especially commercial ones), as there has been some improvement in the same size truck and you don't have to show as much improvement in millage. The only catch for the trucks is that they have to be in a lot worse condition to be worth less than $4,500.
