It "depends" doesn't it? On the circumstances, facts, participants etc.

And for the police they always have to plan for the worst---their lives depend on such foresight. If they're veterans they've been there enough to have seen a lot of off the wall stuff come down so they'v been conditioned to expect the worst. If they're rookies they have their imaginations to contend with and the war stories they've heard.

If one has ever been shot at unexpectedly (expectantly is bad enough) that makes one have a certain cautious skeptical attitude about what can and might develop.

So this is why, I think, it is better for us as a society as a whole to have to suck it up a little when questioned by PO's even if we feel a little bit put upon.
