Too much opposing power is my guess. First you are dealing with a black president who is already making the right wing nuts and even nuttier with the most radical social changes anyone can remember. Wall street and lobbyists are super duper powerful. They can make congresspeople squirm. Obama has to fight an 8 year war. He knows he needs to let other dems do some of the fighing. I have fought a million of those fights and they were the toughest fights I ever had, by far. It is hard for people who have not fought those fights to understand.
