The truest test of any system, person, government, etc, is under duress. Unfortunately, many of us needed the ECC system(s) to help relieve our own duress--which was that we were losing $, had a chance to make some back--easily--were willing to take that chance, and lost that chance thru no fault of our own.
The real issue in investing is time, not money. Lost time. Not afraid, nor too macho to harbor regret, I see each lost chance (time) like a gleaming gem, forever out of reach. This is my own mental manipulation, an analogy, not a prescription for you.
It doesn't comfort me to know all other ECCs were clogged. Like the emergency lights in a theater, "emergency" servers can be installed, Datek, et al, can afford it.
If NASDAQ can't supply the quotes (their true monopoly) fast enuf, then they are to blame too. Computors can handle the orders, if they're there, installed, ready to go.
