Ah... but that was not the primary purpose of the program!

It is intended to help reduce our demand for oil by reducing the average gasoline consumption of our auto fleet. (That was why it was included in the Energy Bill, not the Stimulus Bill.) Although encouraging purchases of big ticket items such as autos will certainly have an economically stimulative effect... that is an ancillary effect, not the primary intended one.

(Same as the "clunker programs" that were put into effect in Europe....)
