No and it looks as though it won't be. The plan was to appropriate the rest if the program was successful. Right now it looks as though there are a lot more registered than sold backlogging the system.

I believe I saw an article earlier that over 200,000 uncompleted deals were registered, but that a lot of them were of cars that did not qualify, it looks as though almost ten times as many registered were not sold.
