Nicely said, and - only in in theory, I'm afraid - might be true, but that's not what I see. Anyone can be wrong, of course, but what I clearly see is a TVA-like step-wise takeover. Otherwise, why not lower requirements for Medicaid? Why bother creating another taxpayer-sponsored new "'public" insurance company if you don't intend to build on it and move forward.

I used to be a member of several Medicare Advantage programs for many years, since their inception. Politically, they have no real implications. They're just another venue for HCFA to 'administer' Medicare. Just like all other "carriers".
