Public option would never fail -- it would be deemed "Too Important to Fail".

Besides, at least in the beginning it would be relatively generous both to patients and to providers. After they gain enough standing, they'd tighten the screws. Moreover, just like with Medicare, even people who at first opposed it soon became dependent on the nice big government checks. Same would happen with the new entity.
