No.

It sets up a board of medical experts to examine the macro-data and advise about cost/effectiveness of the various and sundry treatment options.

(For example: does the data support the contention that, for a particular condition, SURGICAL INTERVENTION has a better outcome, or does a DRUG TREATMENT REGIMEN?)

Doctors still responsible (as per usual) for their patients... but I see nothing wrong with advisory information drawn from a panel of medical and accounting folks designed to recommend improvements to the system.
