I'm calling BS. That looks to me like an S80, which Volvo didn't make until 1998.

What they're doing with that car I don't understand, but that model wouldn't be eligible for the CARS program in the first place (has to be 25 years old, right?).

Mind you, if it WAS an eligible car the whole process would still be as disgusting. The car "disabler" is analogous to "end of life counseling" under Obamacare.
