That was one of the goals. That part wasn't done as well as it could've been (well, maybe it couldn't have been, given the politics), but aside from the fact that it is getting some less-efficient cars off the road, putting a million American-made fuel-efficient cars on the road also makes it more socially accepted to own one. I mean, back in the '90s and early '00s, the biggest reason people were buying SUVs was because other people had them. I mean, that's why I considered one about ten years ago. It seemed like the socially acceptable thing to do, particularly when I was spending a lot of time with kids whose parents were a lot wealthier than mine and could buy them the cars of their choice.
