No one in the Middle East really wants a settlement of the 'Arab/Israeli issue' (or at least: the few who do are out-numbered / out-powered by those who don't).

That's not just me saying that... it's Stratfor's conclusion as well.

The elites on both sides (Arab's governing Autocrats and Israel's leadership as well...) prefer the status quo to the uncertainties of any settlement involving the establishment of a Palestinian state.

The Arab Autocrats (Dictators, Monarchs, and 'Presidents for life' nearly all) use the continuance of the conflict to divert the attention of their own downtrodden people from any actualization of real Democracy. And they use it as a 'political time out' so they can continue to line their personal pockets.

The Arab Autocrats give 'lip service' (of course) in public to the 'noble aspirations of the Palestinians for freedom' because that is what their own public expects to hear them say --- but that is the last thing they want to see happen....
