The reality is that that over the next 5-10 years, this is a threat to the US -- so Powell was right about the threat existing.

It is now [today] feasible for AQ to carry out such an attack and there is every possibility we'll see it in the next 5-10 years.

We know that Saddam's people had expertise in both chemical and bio weapons and he definitely could have made it easy for AQ to get these weapons -- even though his stockpiles were never found.
