Define "basic government" and "socialism". Consult with Tim. And Tim is hardly the most hardcore libertarian. The fact of the matter is there is no hard boundary. To some, a lot of what you describe as "basic government" is "socialism".

We are a civilisation. That means a tradeoff between individual freedom and collective action. There is a reason why the Wild West was a short period of our history. Collective action means more people survive than when there are no rules. This has been true throughout all of our evolutionary history.
