Yes, the current situation, for many doctors is as you describe it. The Preamble to the Constitution describes the purposes of government: "We the people of the United States, in order to form a more perfect union, establish justice, insure domestic tranquility, provide for the common defense, promote the general welfare, and secure the blessings of liberty to ourselves and our posterity, do ordain and establish this Constitution for the United States of America."
The people establish the scope of government, can enact laws, can amend the Constitution. Though ubiquitous, police and fire protection is not a right, though defense by the military, against a foreign enemy, is a right (and obligation).
Some of the nearby communities do not have police. Some have volunteer fire departments. In one of these communities, a squabble between the Mayor and the Fire Chief resulted in dismissal of the Fire Chief. The volunteer fire-fighters resigned. That community has no fire protection, and will not have it until there are volunteers, and a command structure. The County Sheriff provides police protection in these small communities, extremely limited by resources provided by the county taxpayers (3 patrol units for 600 sq. miles). If we want better coverage, we will have to tax ourselves for it. Police and fire protection are not rights. |
