My understanding is that it makes it mandatory for the provider. This, of course, makes it mandatory for the patient as well, since the provider can hardly have this "consultation" with himself.

I'll be the first to agree that amateurs like me interpreting the meaning of the legalese contained in a bill, without understanding of the context, is a path that is likely to lead to incorrect conclusions.

HOWEVER, it is difficult to see why the bill would enumerate in such specific detail what must be covered in the "consultation" and then not require the consultation to begin with. What you're saying, in effect, is "No consultation is required, but if you have one, you must cover these specific topics". That's silly.

More importantly, there are ample persons with the legal background to properly interpret the statute who have concurred about its meaning.

I think I'm right.
