No they didn't. They chose to factor in their perceived "fairness", which of course, means Egalitarianism in health care.

The problem with Egalitarianism is that it doesn't permit the kinds of R&D that have given the US the best health care in the world, and has led to better care in other countries over time.

They also failed to discount a lot of unrelated items, such as car accidents and military dead, something FRANCE sure as hell doesn't have to worry about.
