While anecdotal, I suspect this is more illustrative of what happened than the wingnut fantasy of people pushing rollers into the dealership and getting full credit.

Most people are pretty honest. Which is what makes me think that a lot of the wingnuts who fantasize about massive cheating are just projecting. After all, they'd do it, so it must be common, right?

Granted, I am sure if you examined each and every transaction, you'd find some people who gamed the system. But I doubt if it was anything that vaguely could be construed as widespread.
