I already gave my opinion on "stimulus." I prefer not to do one, but if you're going to do it, do it fast, do it full-force, and do it short.

That still doesn't address the requirement that clunkers have to be in good working condition, though. Why have that requirement if all you want to do is stimulate car sales? Just write a check for $4,500 to anyone who buys a new car. Simple.
