While some of these have merit, many don't. Take cigarettes, for example. In most countries, there is a much larger fraction of the population who smokes. And when they smoke, they smoke more. Alcohol and drug abuse is similar. And limiting miles driven would have little effect. The highway fatality rate is much lower than that of driving on city streets. IIRC, most fatal accidents occur within 10 miles of where the victim lives.
