Could be but I thought the stimulus plan extended that.

Also possible many gave up looking.

Probably more likely so many jobs have been lost that to lose more would hurt ability to compete going forward so the companies might be sucking it up now (not laying more off) to be ready for the expected upturn. I'm pretty sure that is happening with some stocks I own that are still losing money... expectations are they will make a lot of money next year.
