Brazil was seeking the legal way to give PBR privileges. They do that with an eye on the huge resources that wull be needed before the oil can be on the market.

If they feel the money to develop pre-salt would not be available, they would not give PBR to much benefits.

If the money to be invested would be guranteed they would tehn give PBR bigger share and more control.

I think the later is happening
