In retrospect, Chen Chiang Liu was simply part of north korea's billion dollar stimulus package for the U.S. economy. He was the first to introduce the concept of stimulus money in an attempt to bail out the U.S.

Apparently he was charged because he might have been successful in his altruistic efforts to save the U.S. which was simply too big to fail. The Fed copied his gameplan so that they could take credit instead by expanding his concept to a multi trillion dollar stimulus package.

It would have been an embarrassment for the fed, had north korea been single handedly responsible for turning around the U.S. economy.
