A former director of HHS hit your point out on the Huckabee Show. If democrats pass a 1,000 page bill that is weak on specifics it then passes to federal commissions to fill in the blanks. They will be controlled by the Obama / Pelosi Administration.

At the regulatory level the real decisions will be made. Once the framework gets passed without much review the socialists will start the real work of denying care. The elderly will be an obvious first round target.
