I do not know if correct or not, but it gives page references. If 1/4 of it has any truth at all, it will be a nightmare... and since it seems to contain a price fixing component, will create shortages. Designed by who, with what qualifications? And paid for by what money, exactly? Other than say, printed. This is not a remedy IMHO, rather another problem. Of course, if you have no insurance, it probably beats that.
