Not quite so simple, I suspect. Circumstantially, it seems that religion may have played a role. Protestant Europe came to dominate the parts that remained Catholic. Possibly there is a difference in the attitude to authority, or maybe a different sense of society. I've often pondered this subject, and discussed it with my Latin American wife.

Now Italy has Berlusconi, again! They love the corrupt bastard. Surely that says something about the southern European mentality.
