SRC is a major player in Semi research for the US and IBM is heavily involved:

Today's PR seems to be a result of the work involving their "INDEX" research program described at page 7 of this annual report from 2005:

But their version of the PR doesn't add any detail either:

"Researchers now are working toward being able to demonstrate FeDRAM cells, simple building block circuits and pathways for scaling. They believe that with SRC support and collaboration with other SRC member companies, FeDRAM will be ready to transfer to the industry for production in the foreseeable future."

My guess is that their "foreseeable future" means PDQ... as in IEDM... or the 2010 ISSCC in February at the latest.
