Hi Petere.

These stimulus programs will collectively either succeed or degrade into a series of asynchronous, uncoordinated, orthogonal Schumpeterian Holocausts. Their value as a learning tool, in a failed state, especially, would be questionable, since, from what I've seen, at least, they appear to lack a central reporting structure to track learning and properly administer knowledge management. Furthermore, as I've noted upstream several times already, in the main they tend to be silo-centric, ignoring the value to be obtained from striving to achieve trans-sectorality and multi-disciplinary goals. Would you agree? Thoughts anyone?
