It is a terrible mistake though.

Iraq was a terrible mistake. Tort reform can and should be handled at the state level.

You never answered; do you want the US Congress and Obama to take that function from the states? Think that's a good idea? Why didn't the Republican Congress pass tort reform? "Terrible".
