Who knows. This is about their smallest printin' activity, the
largest involves washing off dirty MBS. But it draws attention.
Even on PS thread folks think that if the Fed does not buy
treasuries, they are not printin'. 1 other program involves
printin' to buy agencies, the other printin' to buy MBS. If
they are not completely nuts, they will let them run course
and shut them down too. Like myth said, it may be bullish.

Besides, they can always do a coupon pass without announcing
a program -g-

The program is aimed at lowering rates on mortgages and other
consumer debt, a move to spur Americans to spend more. But its
effectiveness has been questioned by some on Wall Street and on
Capitol Hill who worry that the program makes it look like the
Fed is printing money to pay for Uncle Sam's exploding deficits.
