They are a very minor contributor, as is shown in the states that cap malpractice awards where costs are STILL exploding.

This is a lie. Even the CONSERVATIVE estimate show 5-9% -- which, when applied to the health care system as a whole you're talking 100s of billions. But the 9% figure is certain to grow larger over time as physicians change their behavior in response to the changes in the law. These things don't happen overnight -- when docs have been conditioned to practicing defensive medicine, you don't turn that around overnight.
