Honor and Responsibility... How about this?

What if the Chamber of Commerce or the 4 largest enterprises within a municipality decided they wanted to assure the very "best community services" possible were always available.

So they decide to show their appreciation for "the best public service" by bestowing regular "award" payments to various people and organizations in the community. Amounts over and above the official pay for such hard working people or groups.

Should they be allowed to do this? And more importantly should the recipients be allowed to accept such "awards?" Would this be fine for some but not others? Let's see... how about:

1. Policemen? Let's say 40 out of a police force of 90 officers are "chosen;"

2. How about the firefighters who work in 3 of 7 firehouses;

3. Teachers who teach in 1 of 3 high schools;

4. Emergency Room medical staff in 1 of 3 hospitals;

5. 10 of 20 community charities;

6. 4 of 7 local judges; or

7. Say all the elected officials for the area are "chosen," but they are given varied amounts depending on whatever standards the Chamber or enterprises deem appropriate.

Are any of these awards both honorable and responsible? ...All of them? ...What kind of conduct will they promote in the community by both the recipients and others?

Should it matter if neither the "awards" nor the standards by which they were made were publicly advertised?
