Because it isn't relevant. You have to register to vote, you don't to go to a town hall. Despite the wild claims, the number of people who have engaged in vote fraud is very small and there is no evidence that photo id would make any difference at all. However, there is ample evidence that outsiders are going to town halls with the intent to disrupt.
