Rick Larsen is pathetically uninformed. Something such as health care does not have to be provided for in the Constitution in order for legislation concerning it to be unconstitutional. There are a number of ways legislation can run afoul of the Constitution.

Note: I am not contending that House Bill 3200 is in fact unconstitutional.
