No,it doesn't, but it weakens it. The key problem with it was that it was off target when it identified the pre-existing conditions. It identified the symptom (the bent fender), not the problem (the bad brakes).

That's an idea, but I'm not sure its politically acceptable.

Health care (and most every other problem) would be a much easier to fix were it not for politics. A benevolent despot (such as you or I <g>) could fix it.
